KUALITAS PELAYANAN KARTU TANDA PENDUDUK ELEKTRONIK (KTP-El) DI KECAMATAN BANYUASIN KABUPATEN BANYUASIN

The aim of this research is to find out the quality of the National Identity Card (KTP) service at the Banyuasin District Office, Banyuasin Regency. This research is located in Banyuasin District, with the unit of analysis being the people of Banyuasin District who have or are currently making Resident Identity Cards (KTP). The method used in this research is qualitative method. Research methods are basically a scientific way to obtain data with specific purposes and uses. This research uses a survey method. The type of data consists of primary data obtained through interviews and direct observation in the field, while secondary data comes from report documents, regulations relating to the problem to be studied. The results of this research show that in general the service for making identity cards (KTP) in Banyuasin District, seen from the five dimensions of service, namely reliability, responsiveness, confidence, attention and tangibles, based on research, can be said to be good.

The emergence of information and communication technology has brought a significant change to various sectors of life, one of which is the Micro, Small and Medium Enterprises (MSMEs) sector. Therefore, of course, it has become a necessity as well as an obligation for local governments to create a more adaptive and innovative MSME ecosystem. Digitalization is one of the alternatives in maintaining the sustainability of MSMEs themselves, especially in Banjar City. This article aims to describe the importance of developing a digital MSME ecosystem in Banjar City and its correlation with activities carried out by the People's Welfare Section of the Banjar City Regional Secretariat. The method used in this study uses qualitative research with a phenomenological approach. The data in this article is sourced from relevant literature and from the author's observations while involved in activities carried out by the People's Welfare Section of the Banjar City Regional Secretariat. This article concludes that in the context of developing a digital MSME ecosystem, the Banjar City Regional Government has made the necessary efforts to create the ecosystem. These efforts are carried out by building solid collaboration and synergy between various related stakeholders who contribute, in terms of facilitation, concepts and ideas. In addition, there is a need for monitoring and evaluation efforts so that the activities carried out by the People's Welfare Section of the Banjar City Regional Secretariat can remain on the desired plans and goals. This digital MSME concept can bring the economic sector in Banjar City to a better stage so that it can compete at the global level and have an impact on its own local communities.

ANALISIS KEBUTUHAN SUMBER DAYA MANUSIA PEMERINTAHAN DESA PONGGOK KECAMATAN PACITAN KABUPATEN PACITAN

Kajian ini bertujuan untuk melakukan analisis kebutuhan SDM Pemerintahan di Desa Ponggok Kecamatan Pacitan Kabupaten Pacitan berdasarkan regulasi atau undang undang No.6 Tahun 2014. Penelitian ini berjenis deskriptif kualitatif, dengan sumber data yang diperoleh dari hasil wawancara dan juga dokumen, peneliti melakukan uji triangulasi untuk memperoleh keabsahan data. Maka kemudian diperoleh hasil penelitian bahwa perangkat Ponggok dapat dikatakan telah cukup ideal yakni dengan tingkat pendidikan para perangkat yang sebanyak 44% lulusan SLTA, 31 % lulusan Sarjana yang telah sesuai dengan ketetapan undang-undang. Namun masih terdapat 25% perangkat desa yang lulusan SLTP dan belum sesuai dengan ketetapan undang-undang. Selain dari pendidikan formal perangkat desa Ponggok juga mengikuti berbagai pelatihan yang dapat menunjang untuk memberikan pelayanan public pemerintahan desa guna kesejahteraan masyarakat. Dalam hal usia perangkat desa ponggok dikatakan dalam usia yang produktif yakni 26-55 tahun yang telah sesuai dengan ketetapan undang-undang, serta pemerintah desa ponggok melakukan regenerasi perangkat desa.

The INOVASI KEBIJAKAN SISTEM ELECTRONIC TRAFFIC LAW ENFORCEMENT (ETLE) DALAM MEWUJUDKAN SMART CITY KOTA PALANGKA RAYA

Pemerintah Indonesia telah memperkenalkan sistem Electronic Traffic Law Enforcement (ETLE) di Kalimantan Tengah untuk meningkatkan ketertiban lalu lintas. ETLE menggunakan teknologi kamera dan sensor untuk mendeteksi pelanggaran secara otomatis. Dalan konsep Smart City ETLE termasuk ke dalam contoh dimensi Smart People karena menggunakan CCTV sebagai pengganti pekerjaan petugas polisi di lapangan. Sistem ini menggantikan sistem konvensional yang mengandalkan petugas polisi lalu lintas. Teori yang peneliti gunakan dalam penelitian ini adalah teori dari Rogers (2003) terdapat indikator antara lain yaitu Relative Advantage (Keunggulan Relatif), compatibility (kesesuaian), complexity (kerumitan), triability (kemungkinan coba), dan observability (kemudahan diamati), dimana setiap indikator saling berkaitan mengurai secara rinci untuk menilai inovasi sistem ETLE yang diberikan. Metode penelitian yang digunakan adalah metode deskriptif kualitatif yang berusaha menggambarkan secara ilmiah yang bertujuan untuk menggambarkan sifat sesuatu yang berlangsung pada pemecahan masalah dan teknik pengumpulan data dengan observasi, wawancara dan dokumentasi. Teknik analisis data dalam penelitian ini menggunakan analisa data. Hasil penelitian ini menunjukkan bahwa inovasi sistem ETLE Polresta Kota Palangka Raya sudah diterapkan dimensi karakter inovasi menurut teori Rogers (2003) Relative Advantage membuat inovasi menjadi efektif, menambah kecepercayaan masyarakat dan menumbuhkan kesadaran masyarakat tertib lalu lintas. Compatibility yaitu sistem ETLE sesuai dengan SOP pusat dan sesuai dengan kebutuhan masyarakat menjadi inovasi yang efektif. Complexity dapat dilihat dari masyarakat terkendala pembayaran denda tilang. Triability akan memberikan akses yang dapat dijangkau oleh masyarakat. Observability dalam sistem ETLE mudah mengamati keadaan lalu lintas.

Digital-based government transformation is an obligation as well as a challenge for the government, in accordance with Presidential Decree no. 95 of 2018 concerning Electronic-Based Government Systems (SPBE) in which SPBE aims to improve efficiency and convenience so as to create efficient and quality governance. But in reality, the implementation of E-Government in digital bureaucracy has not run optimally. Therefore, this article aims to find out how the implementation of E-Government through SI-DOI services in supporting the efficiency of governance at the Disdukcapil City of Palangka Raya then looks at the quality of service and efforts to improve services. The method used is descriptive qualitative method with data collection techniques in the form of observation, interviews, documentation and the technique of determining informants in the form of purposive sampling. The results showed that the quality of service through SI-DOI was quite good because it fulfilled the 5 dimensions of quality according to Berry and Parasuraman. The application of SI-DOI as an E- Government implementation can be said to be quite successful with the existence of 3 successful elements of E-Government that are owned, thereby supporting the efficiency of the governance process. This can be seen from the benefits obtained from both parties in the form of ease of service, minimum time, cost and effort, as well as achievement according to targets for agencies by minimizing the use of resources. However, it is still not optimal enough because there are still inadequate facilities, as well as network constraints.

The issue of immigrants and borders is something that the United States is still trying to overcome in the context of a country that is the target of many individuals from other countries. Mexico is one of the contributors to the number of immigrants in the United States, especially with the direct border conditions between the two countries. This research then tries to see how Donald Trump's policy towards the United States-Mexico border, which brings a lot of insecurity to the United States. The method used in this research is a qualitative method. Fundamentally, it can be seen that the form of policy taken by Donald Trump is part of national defense in protecting the sustainability of the country and its people.
