The aim of this journal is to publish and disseminate writings in the fields of social sciences and humanities that can contribute to the development of science. Wacana: Jurnal Ilmu Sosial dan Ilmu Politik Interdisiplin is published twice a year in June and December. Wacana: Jurnal Ilmu Sosial dan Ilmu Politik Interdisiplin, accepts writing in the form of quantitative and qualitative research from academics, practitioners, researchers, and students relevant to social science and humanities topics. WACANA Journal is published by the Department of Government Science, Faculty of Social Sciences (FISIP), Palangka Raya University. This journal publishes 10 articles for each volume twice a year in the month of <strong>June</strong> dan <strong>December. <p><em>Foreign investment has a significant role in the development of the tourism industry in Bali and contributes to local economic growth. However, the dominance of foreign capital can pose challenges to the existence of local wisdom, economic dependence, and exploitation of local resources. This paper examines foreign investment in Bali’s tourism industry through the perspective of new imperialism using a descriptive qualitative approach. This research shows that there are still foreign investment practices that are not accordance with local wisdom values, but only concerned with profit expansion. This can cause cultural degradation and socio-economic inequality, especially for local Balinese people. With this, concrete steps are needed in the form of collaboration between the government, local communities, and foreign investors to be able to create sustainable tourism development and maintain local traditions.</em></p>Ida Ayu Galih Pramesti MaharaniNi Wayan Rainy Priadarsini

<p style="font-weight: 400;"><em>This research examines the conceptual distinctions between e-government and e-governance through comprehensive literature analysis. Although these terms are often used interchangeably, there are fundamental differences in their conceptual foundations, scope, and practical implications. The findings reveal that e-government tends to focus on technical and administrative aspects of technology implementation in government, while e-governance encompasses a broader perspective on the transformation of relationships between government, citizens, and other stakeholders. This research proposes an integrated conceptual framework that positions both concepts along a continuum of digital government development. The findings provide necessary conceptual clarification for theoretical development and practical implementation in the field of digital public administration, while encouraging a more holistic approach to understanding digital government transformation.</em></p>Erinda Alfiani FauziNike Purnamawati

<p><em>The implementation of the supervisory function by the Village Consultative Body (BPD) plays a crucial role in supporting the creation of transparent, accountable, and participatory village governance. BPD functions as a representative institution of the village community that oversees the administration of government, including the management of village finances and the implementation of public policies at the village level. However, in practice, various challenges still hinder the optimal execution of this function. </em></p> <p><em>This study aims to examine in depth the implementation of the supervisory function of BPD in Tabore Village, Mantangai Subdistrict, Kapuas Regency. The study uses a qualitative approach with a descriptive case study method. Data were collected through observation, in-depth interviews, documentation, and literature review. The research informants consist of village government officials, BPD members, and community leaders. Data analysis was conducted using Miles and Huberman’s interactive model, which includes data reduction, data display, and conclusion drawing/verification. </em></p> <p><em>The results show that the BPD of Tabore Village has carried out its supervisory functions in accordance with the theory of Juliantara (2005) as cited in Ngga (2022), which includes: (1) supervision of the implementation of Village Regulations, (2) supervision of the Village Revenue and Expenditure Budget (APBDes), and (3) supervision of decisions made by the Village Head. These three aspects have been implemented effectively by the BPD, which also actively involves the community in village deliberations as a form of transparency and public accountability. Nevertheless, the effectiveness of supervision still needs to be improved, particularly through institutional capacity building, enhancing the quality of community participation, and strengthening the synergy between BPD and the Village Government to achieve optimal and responsive village governance.</em></p>YogaImanuel JayaEdward Melio Bertho

<p><em>This study aims to measure the impact of the 2023 Archipelagic and Island States (AIS) Forum Summit on Bali's tourism sector. Employing a qualitative approach, this research analyzes both primary and secondary data to identify significant changes occurring after the summit. The findings reveal that the AIS Forum made a substantial positive contribution to Bali's economic growth, particularly in the tourism sector. Notably, increased hotel occupancy rates, a surge in tourist arrivals, and local economic growth were observed as direct impacts. Furthermore, the summit played a crucial role in promoting Bali as a sustainable tourism destination, with a particular focus on marine tourism through the concept of the blue economy.</em></p>Ida Ayu Devina Radharani AdinathaNi Wayan Rainy Priadarsini

<p>This study aims to examine the Gerindra Party's political communication strategy in conveying its political message to the people of Palangka Raya in the 2024 General Election and the 2025 Regional Election. Through interviews with party cadres, this study found that Gerindra's political communication in Palangka Raya relies heavily on two main aspects: the use of social media and direct meetings. Social media was chosen because of its efficiency in reaching a wider audience, especially young voters, while direct meetings were emphasized more to reach community groups in areas that are not yet fully accessible by the internet. The Gerindra Party also faces challenges in dealing with hoaxes and inaccurate information and adapting to differences in communication at the central and regional levels. <p>This study investigates the implementation of decentralization in improving the quality of public services at the local government level. The purpose of the research is to examine how decentralization policies influence service delivery performance and to identify key factors that contribute to more effective public services. A qualitative descriptive approach was employed, utilizing interviews, documentation, and observation as the main data collection techniques. The research was conducted in selected regional government institutions that have actively implemented decentralization strategies.The findings indicate that decentralization, when properly executed, has a positive impact on public service quality. Increased local authority and autonomy enable faster decision-making, better allocation of resources, and services that are more responsive to community needs. However, the effectiveness of decentralization largely depends on institutional capacity, human resource competence, transparency, and accountability mechanisms. In some cases, challenges such as bureaucratic inefficiency and lack of coordination still hinder optimal service delivery.The study concludes that decentralization can significantly improve public services if accompanied by capacity building, institutional reform, and strong governance practices. <p><em>This research analyzes ASEAN’s role through the ASEAN Outlook on the Indo-Pacific (AOIP) in responding to China–Taiwan tensions that threaten regional maritime security. AOIP promotes cooperation based on inclusivity, ASEAN centrality, and respect for international law. Despite broad support from major partners like the U.S. and Japan, AOIP’s effectiveness remains limited due to its non-binding nature and ASEAN’s cautious stance toward China’s assertiveness. Using a descriptive-analytical method, the research finds that AOIP lacks strategic tools to prevent escalation or address real-time threats. The study recommends strengthening ASEAN’s collective capacity through early warning mechanisms and deeper multilateral cooperation.
