Abstract

The construction sector plays an important role in supporting national economic growth and regional development, including in Palangka Raya. However, in practice, construction projects still frequently experience delays that lead to cost overruns, reduced work quality, and inefficiencies in project scheduling. This study aims to identify the factors causing delays in building construction projects in Palangka Raya City based on stakeholder perceptions. The method used is a literature study with a qualitative descriptive approach through secondary data analysis sourced from scientific journals, books, regulations, and relevant previous research. The results show that there are 8 main factors and 40 indicators contributing to construction project delays, namely labor, materials, equipment, design and planning, site conditions, managerial aspects, financial issues, and unforeseen events. The most dominant factors commonly found include labor shortages, delayed material delivery, design changes by owners, weak on-site supervision, unpredictable weather conditions, and limited material availability in the market. This study is expected to serve as a reference for related parties in improving project planning, supervision, and control so that project implementation can be more effective, efficient, and meet quality standards and timelines
