Abstract

Poverty is one of the fundamental problems in which individuals or groups lack the ability to meet their basic needs. One of the physical characteristics of the poor is inadequate access to facilities and infrastructure. Inadequate housing is a consequence of poverty, characterized by homes that do not meet safety standards in terms of structural and non-structural components, health aspects, and space adequacy.To improve the welfare of the impoverished, the government has implemented a program to construct decent housing or enhance the quality of uninhabitable houses to make them suitable for living. The 2022 BSPS program aims to enhance the welfare of low-income communities. This article seeks to identify the factors contributing to uninhabitable houses, the role of community self-help, and the necessary materials to improve the quality of such houses.The methodology employed involves surveys, observations, and interviews with prospective beneficiaries. The results indicate that out of 115 respondents, 112 housing units were categorized as uninhabitable, with damages exceeding 60%. The primary causes of uninhabitable houses are the absence of safety components, particularly structural elements, while the remaining damages are attributed to non-structural components. Community self-help initiatives prove sufficient to support assistance in improving uninhabitable houses.The 2022 BSPS program allocates IDR 1,960,000,000 for material needs, with a priority on enhancing the structural components.
