Abstract

This study aims to analyze the actual condition of farmer groups, identify the internal and external factors of empowerment, and formulate empowerment strategies through the role of farmer groups in the peatland swamp area of Bukit Rawi Village, Kahayan Tengah District, Pulang Pisau Regency, Central Kalimantan. The study employed a qualitative approach using thematic analysis(Braun & Clarke, 2013) and interpretive descriptive analysis, through the stages of data reduction, data display, and conclusion drawing (Sugiyono, 2023). Data were obtained through in-depth interviews, observation, and documentation involving 12 purposively selected informants, including farmer group members, village officials, and agricultural extension workers (PPL). The results show that the three core functions of farmer groups as learning classes, cooperation platforms, and production units have not yet operated optimally or in an integrated manner. The greatest strength lies in social capital, namely the strong farming spirit and the local knowledge of the Dayak community regarding peatland management; however, this strength has not been institutionally managed. This study formulates four integrated strategies: (1) building a collective learning system that does not depend on a single figure; (2) revitalizing leadership and group cooperation mechanisms; (3) optimizing the role of production units through partnerships with BUMDes; and (4) strengthening coordination with external institutions for the ecological adaptation of peatland. A conceptual model of empowerment based on institutional integration is produced as the main contribution of this study, serving as a practical reference for village governments, agricultural extension workers, and BUMDes.
