Indonesia, as a multicultural country, requires guidance and counseling services that are responsive to cultural diversity and local wisdom. One relevant cultural value is the philosophy of tepa selira, which refers to the ability to place oneself in another person’s position, respect differences, and maintain harmonious social relationships. This study aims to examine the dimensions of empathy in the philosophy of tepa selira and its implications for multicultural counseling practice. This study employed a systematic literature review (SLR) approach by analyzing scientific articles obtained from SINTA, Google Scholar, and Garuda databases. The keywords used in the search process included “tepa selira,” “empathy,” “multicultural counseling,” and “local wisdom.” A total of 11 scientific articles published between 2021 and 2026 were analyzed based on inclusion criteria, namely topic relevance, full-text availability, and relevance to the context of guidance and counseling. The findings indicate that the philosophy of tepa selira contains three dimensions of empathy: cognitive empathy, affective empathy, and behavioral empathy. These dimensions are reflected in the values of harmony, mutual cooperation, patience, mindfulness, and justice, which support the development of empathetic, inclusive, and culturally respectful counseling relationships. The findings further imply that integrating tepa selira into multicultural counseling can strengthen counselors’ empathic competence, promote tolerance, support clients’ emotional regulation, foster social character, and prevent negative behaviors such as bullying. Therefore, the philosophy of tepa selira may serve as a conceptual foundation for developing multicultural counseling services based on Indonesian local wisdom.
