Gotong Royong Bung Karno: Kritik Normatif atas Demokrasi Prosedural dan Advokasi Tata Kelola Partisipatif dalam Kajian Pemerintahan

Demokrasi prosedural dominan mereduksi partisipasi dan nilai kolektif dalam tata kelola pemerintahan kontemporer Indonesia. Berbeda dengan studi sebelumnya yang memosisikan gotong royong Bung Karno sebagai nilai budaya semata, penelitian ini menjadikannya kerangka normatif-evaluatif dalam ilmu pemerintahan untuk mengkritisi demokrasi prosedural dan mengadvokasi tata kelola partisipatif. Metode: studi kepustakaan deskriptif-analitik kualitatif pada karya Bung Karno, dokumen historis, dan literatur pemerintahan. Temuan: gotong royong mendasari partisipasi aktif, keadilan sosial, serta kepentingan bersama sebagai inti penyelenggaraan negara. Solusi: reaktualisasi untuk tata kelola inklusif-kolaboratif. Kontribusi: landasan normatif demokrasi substantif berbasis perspektif lokal-indigenius.
